The wheels appear to be from a Nomad. The fenders are probably cut.
I would think this a salvage bike.

To each, their own. Just because some of us think it doesn't look good, that doesn't mean it doesn't look good to someone. Some of my many mods might not be to someone elses taste, but I like them (and they're unique...who else has put Harley bags on a Nomad?).

I don't think it is a bad lookin bike.
If it was all I had I would ride it. When I do mods to my bike I don't do them to please others or the next owner. I do them because I like the way they look. Sure I have seen bikes and cars and even houses that I thought "What the hell were they thinkin" But if they are happy, that is what counts.
