handle bars sipping down

I have tightened the hex nuts in the risers as tight as possible but the handle bars keep sliiping down. Any suggestions on how to fix this problem?

There's a procedure for properly tightening the handlebar clamps. "tight as possible" isn't it. I no longer have a Nomad service manual, but if I remember correctly, you torque the front clamp bolts to 25 ft/lbs, then torque the rear at 25 ft/lbs. The clamps should not sit level, they should fit flush at the front with a small gap at the rear. If this has been going on for some time, it's possible the knurls on the bars have worn down or worn the clamps themselves.

Yes, you tighten one side of the clamp till it touches, then tighten the other.
