I pack enough tools to take care of most any problem.....I leave my 72" rollaround at the shop when I travel....(folks say I pack way too damn much).
I'd say carry a nice little metric tool kit, cause a Vulcan is complex enough, if something major happens, your gonna have to have it trailered home....or to the Kawa shop (OUCH!)....

What you carry is really a personal choice based on what you feel is necessary, so I am only going to suggest balance the weight evenly between the bags rather than putting all your just in case stuff in one bag.
