removing front wheel from 1999 nomad

I have just tried to take the front wheel off my nomad to replace tire. i removed the one pinch bold on the right hand side, removed the speedo cable, and removed the axle nut. when i try to remove axel it won't budge.
i can put a screw driver in the hole of the axle shaft and rotate it easily, but if i try to pull it back and forth, it almost seems like its hitting something, or locking up. i tried tapping lightly with a hammer on the axle with the nut on it. still nothing, did not even feel like it was moving. does anyone have any suggestions, Thanks don
