Oil Level Check

2014 Nomad 1700 ABS.
Could someone/s please explain the oil check directions logic? If my bike has sat all night, hasen't all the oil that's going drain down drained down? What's the point of warming up a cold bike, letting it drain down a certain amount of time and then checking it? I can just imagine how popular I'd be at the gas station stop with my friends while they wait for me to go through the official procedure. About as happy as a group of woke bikers wait while everyone stands around waiting hours for their electric bikes charge.
