That's the point. When hard working law abiding people see their lives going up in smoke, they tend to get mad, which lowers tolerance for looting and burning thugs, gangs and other low-life. Hopefully they will come together to put an end to it, but it takes a partnership with law enforcement. Cops are too militarized, and have lost sight of their function in a civilized society. Cops should make as many friends out there among the citizens as possible, so when the day comes when a cop needs the citizens to help him out, they will step up, and not just record his beating and maybe death on cell phones. There ought to be more people like that mother who kicked her son's ass for rioting.
