I presume you have tried cleaning the throttle body with carb cleaner and a toothbrush ?
Have you tried some Seafoam or an injector cleaner in the gas ?

These instructions are for a 1500 but apply to the Voyager also.

Yes sir, seafoam a few times a season and did the injector cleaner and did the throttle body. I didn't use a tooth brush but will do so today and report back.

Still no joy. Tested the coils and they are ok. Next are the plugs but the tool in the oem kit is too small?! Ordered a 18 mm thin wall from Amazon that should show in a couple days.

Well code 58 is ETV and it passed both Shop tests. Shop manual says next step is replacing throttle body. WTF. Any thoughts?

Solved, fouled plugs. Friend of a friend of a friend, small town Harley guy mentioned blued pipes and guaranteed me that was it.

Pro tip: don't forget too fully seat both injection plugs! Made service appointment out of frustration then noticed the loose connection. Runs fine.
