Air Shocks

FYI,
Out of curiosity this morning I jacked up my motorcycle, then via my progressive shock kit, set the pressure to 20psi. As the weight came back onto the wheels when I lowered the jack, the gauge went up to 26psi.

Air Shocks

It would stand to reason that if the book talks about how to air up the shocks with the wheel off the ground, then the warning of the maximum pressure would also be with the wheel off the ground. You would not know if you exceeded the max pressure unless you checked it with a gauge, and the book assumes you are going to check that pressure with the wheel off the ground. So, it would seem the max pressure refers to wheel off the ground pressure, not with the bike bouncing up and down while riding. (I don't have my book in front of me, so I cannot go read it right now.)
