I installed the Cobras 2 years ago and the baffles had factory packing in place.

I also have a grouchy neighbor. Don't know if you've done anything yet but for the sake of the forum. I have V&H baggers. I took the baffles out and one had nothing and the other had a packing material. I wrapped them with fire rope (gadget) and didn't really notice a huge change. Then I bought strait shot and welded 7" on (gadget again), wrapped them with fire rope. Again not a dramatic difference. But with that baffle config I changed the pressure system for fuel air mixture by restricting the exhaust. That required a smaller main jet. Now waiting for the snow to melt to test the mileage.

I found that the Cobras got deeper sounding as they got older. They are not loud until you roll back on the throttle.
