Ringadingh is correct I think. The servo has the switches in the back that need to be set. They govern when the servo holds. Maybe double check yours.

I don't believe that the sensitivity setting will affect the range of speeds at which the unit can be set. Here are the switch settings as recommended by Gadget's instructions: SW 1 - ON SW 2 - OFF SW 3 - OFF SW 4 - OFF SW 5 - OFF SW 6 - OFF SW 7 - ON Sensitivity setting: SW 4 - ON and SW 5 - OFF = Low SW 4 - OFF and SW 5 - OFF = Medium SW 4 - OFF and SW 5 -ON = High Important: Remove the wire jumper under the LED at the left of the DIP switches. I plan to change the switch settings from what Gadget listed. I took the wire jumper off before install. I'll let you guys know what happens with changing the switches and taking more slack out does. It works, just not at the speeds I want. Hopefully, this will do the trick. Until next time..........

Kawgirl maybe it is a vacuum leak mine started slowing down today and all the switches are the same as they were yesterday so I know the switches are not the problem with mine it just slowed down to 60 and stayed there so I am going to take a look at it tomorrow.
