The lift is probably not level.... Or the bike on the lift isn't. It's a so what.... to me so long as the fork fall over doesn't hit and bounce back.

It could be wiring and cables too as well as hydraulic lines. The idea is to have the forks fall over and land with no bounce. The only way so far as I am concerned this is adjusted by Feel. You over tighten slightly that bottom nut making the forks turn a bit too stiff, then back off that nut easy, and re tighten feeling the forks as you do. The forks want to fall over but not bounce.
