It may be a mid 50's to very early 60's Lambretta, but its kind of hard to tell.

Go to google, click on images and type in '1955 Heinkel Tourist' and you will see this and many others. Looks pretty much like the one in your picture...

I had a similar scooter when I was a teen. Didn't have a windshield though.
