U-Shaped bar between saddlebags

Can anyone tell me what the technical name is for the u-shaped bar between (connecting) the saddlebags (just above the exhaust)? One of the bolts has backed itself out and I need to match up a replacement as well. Also, is this bar truly necessary? What would be the consequences for riding without it? Thanks to all that can help.

That bar keeps the saddle bag mounts from flexing while riding.

take the other bolt out and take it to a hardware store and try and match it.
Most ACE hardwares have a big selection of metric bolts. when you install them use blue loctite.

Section and introduce yourself. On my 2003 Nomad that part is called the "Stay, Side Bag". Not knowing what bike you have makes it very difficult to help with mechanical problems. Yes, you do need to have that part on your bike. It provides lateral rigidity to the bag supports.
