Saddlebag Stays

Is it normal for the Nomad's saddlebag stays (I think that's what they are called, if I am looking at the parts fiche correctly...they are the large chrome strips/spacers that run fore and aft between the fender and the bags) to have a little lateral play in them, or should they be snug without any movement at all from side to side.

Mine have some movement also, I think they just "float" on a couple of rubber grommets.

Thank you all...now I won't make my common mistake of breaking or stripping something while trying to lock something down that's not designed to be that way.
